This conceptual master-planned development aims to boost local and regional tourism in Quirino Province, particularly in Barangay Mataddi, Municipality of Nagtipunan, renowned for its breathtaking mountainous landscape. The project's core vision is to capitalize on three key opportunities: ecotourism, agricultural tourism, and educational tourism, all while upholding sustainable development principles to ensure a positive impact on the ecosystem. The strategy revolves around proactively addressing potential threats as the area evolves into a popular tourist destination.

The master plan outlines specific measures to achieve these goals. For ecotourism, preservation and conservation of the natural environment take precedence, while providing recreational activities like nature trails, bird-watching spots, and scenic viewpoints. Agricultural tourism will encourage visitors to engage in sustainable farming practices. Farm tours, involvement in crop planting and harvesting, and promoting traditional farming techniques are key components. Educational tourism will offer opportunities for learning and cultural exchange. Educational programs and workshops on environmental conservation, biodiversity, and sustainable development will be provided to visitors, schools, and the local community. These approaches were anchored to sustainable development principles to ensure a beneficial impact on the ecosystem.
